Would this be considered In-state for college?

I am not an American citizen, I moved to NC in 6th grade, moved to Kenya, and then back to the same city (Chapel Hill) as a high school freshmen... My dream school is UNC-CH, and they reserve 80% of their students from in-state, would my case make me an in-state applicant?
