Would this be a viable issue for the Presidential hopefuls to debate?

"Growing teen violence in America"

Recent current events include:

8 teens brutally attacking one in Fla.
4 teens kill a man in Philadelphia

It is not just the fact of violence growing but the types of violence is getting worse. States have failed the victims of teen violence time and time again by slapping the criminals on the wrist. Should the Fed step in and start forcing stricter sentances on youth offenders? Someone needs to do something before school shooting become as regular a a California car chase.
To those who answered that it should be a state issue, I used to agree. What happens though when states, as they have, fail to address it properly and actively? I don't know of one state that is consistent in it's full prosecution of youth offenders. Sporadically you hear of this one or that one being charged "as an adult." The Fed has put it to states before by threatining to withold funding if states do not comply with certain regs.
 
This is not an issue that should be addressed by Presidential candidates.

This is an issue that local communities and legislatures should be addressing. This is clearly a states rights issue and has nothing to do with the federal government.
 
I don't think it should be in Federal hands, state and local should be able to solve it. I think they should start throwing the parents in jail also. we are responsible for our children, and parents are not doing there jobs, they are letting Mr. Playstation, and Mrs. Cable TV handle it.
