Identity fraud would seem more suited for a business paper. But, if you were to look at whether incarceration rates are in any way influenced by the fact that prisons are good for state and local economies, then that would be really interesting.
 
I think the prison thing is more suited for sociology than business unless your prepared to discuss the economic impacts. I believe that an evaluation of those impacts would be pretty thin at best because you would be making a dangerous assumption if you said that those in prison were " average" producers. They do not represent the average population.

Stick with identity fraud.
