Would scoring a 698 on the GED test look good for a University?

During high school my family needed a little extra help so I dropped out during my Junior year. I regret the decision but ya do what ya have to, ya know? Anyhow I was wondering if scoring a 698 on the GED test would be good enough to get into a four year university when partnered with a 27 on the ACT?
I'm also wondering how exactly I would convert the test score into a GPA.
