Would my 1993 toyota civic work ?

Iv had a 1993 civic sitting in my driveway for about 10 years & hasn't been started since. Would the car be driveable with new tires & a new battery ? Is it worth fixing the car ? & what other steps could I take to get the car to work without spending more money than its worth ? Thank you
