Would like to make my own mailing list for my business.?

I have a small local business that I would like to market by mail to certain areas. If I have some of the street names of the areas I want to mail to, how do I find the names of the home owners of those streets.

There was something like this on the internet that I used before for free, but it was long ago and forgot where . .
