would it be useless to buy an iPhone 3G if used without dataplan?

I'm thinking of whether I will buy the classic or the 3g iPhone. I don't think I'd make use of the 3G capabilities much since I am always on a Wi-Fi zone. The GPS in my country is not very established yet as well. What hinders me the most is the advantages of the 3g in terms of applications. How different are they? I also stumbled upon an iPhone OS 4.0 that can only be used in the 3G and not the orignial iPhone. Is this true? Please help me decide whether I would get the 2G or 3G if I won't use any data plan anyway
