Would a security guard (say Mall Security) have to turn over an incident

report to law enforcement? If an incident took place in a mall for instance, and law enforcement, during the course of investigating another matter were to request a copy of the incident report, are they obligated to turn the report over to the law enforcement agency (say for example, an out of jurisdiction police department)?
