Would a 4g mobile internet data plan work on a 3g phone from t-mobile?

The phone I want is 3g capable and has web2go, but I wanted to add a web plan, but the only ones offered are 4g plans. Would this still work with the phone (Samsung Smiley)?
So why don't they offer a 3g web for that phone? Because isn't web2go only minimal like checking account details and such?
