I am going to guess - the French Underground is what you are talking about. How did it work - well just like any other network of spies - very carefully. Essentially it was a group of French, Danish and supporters of the Allies who lived in the occupied territories in Europe. They supplied information like troop movements, gun placements and an overall report on the situation. They did some covert activities but not as much as you may see in the movies. Information for the most part was the valuable information. The underground was also responsible for smuggling shot down pilots back to England or Switzerland (sometimes Spain but that was risky due to Franco's relationship with Hitler).

For the most part information was passed through radio reports but they used other methods that worked. After the invasion of France by the allies, the underground became more involved in covert operations. Prior to the invasion, the underground and no "safety place" - after the invasion they only had to get to the allied lines or wait til the allies came. That is a generalization but many secrets are still untold.

In World War II there was an underground, also called Resistance, in France, that opposed occupation of the country by Nazi Germany. It was organized to harass the Germans at every point, in any way possible. The goal was to make it cost Germany more than it was worth to occupy France. Results were mixed. Methods I do not know, but they can be found in books at the library, as much was written during and after the war about such things.
