If you're looking for the 4 that are on the river, you need to be flying the bird. Go to the island on lake hylia with the guy with the cannon, then cross the bridge to the tiny grass island and use the grass there to call the bird. Once you're flying, turn on your senses, z target the bugs when they appear, and press A to charge/kill them.
