Its GM thats shutting down
and GM is general motors which is basically every american car company, ford, chrysler, pontiac, saturn, cadillac..etc..
The prices of used cars are going to drop not the new ones.
They are having a red tag sale during christmas the price drop is like $3-4,000
They want to get rid of the old used cars to make room for the new ones

since american automakers are in such trouble, it would seem to be a good idea to drop prices to maybe get a sale but right now they need every penny they can get so i doubt any prices will drop and also everybody is more focused on the holidays and most cars bought as presents are used anyways
