Wind and hail roof damage claim denied, how do I pursue this issue?

I filed the claim for the wind and hail damage on my roof and leak through the ceiling (date 04/ 2010, Chicago). Adjuster came in denied the claim for the roof and estimated ceiling damage at $800 not reaching deductible. I got the breakdown prices from adjuster in writing for the ceiling repair.
He said the roof is in very poor condition there is no wind damage (not mentioning hail) and State Farm won’t pay for repair. Half of the roof is totally damaged some shingles are even missing and the other half is good. It is huge difference between two sides of the roof. We didn’t tell how old the roof is, as we are not sure about it. Obviously newer roofs can sustain better weather impacts than older roofs, but shouldn’t weather related damage also be considered regardless (or according to) the age of the roof as the roof is insured? How do I pursue this matter?
