Will Vonage work on Verizon Fios or Cox?

My mom is moving to a new place (Falls Church, VA) and she wants to get Vonage as her phone line (its free to call to Peru and that's the only place she calls, being peruvian and all). Anyways, where she used to live she got Comcast, but they don't have jurisdiction in Falls Church and she has the following choices:
-Cox
-Verizon Fios

Which will work with Vonage, and if both do, which is the best (rate both Internet and TV)?
