Will uni tuition fee's effect me?

I'm planning on going to university next September 2011. In all the prospectuses the fees are stated as £3000 and something. If the universities fees do get officially increased in 2012 will that effect my next 3 years of fees or will they have to honer the fees stated in the prospectuses? Thank you
