If it was a "tax cut" for Joe Schmoe making only 10K a year, then of course that wouldn't stimulate job growth. And finally, it's been proven several times in our history cutting taxes across the board actually ends up generating larger revenues for the federal government. Apparently you are too young to remember the Reagan years.
