will twitter cost my mobile?

ive got twitter, but was wondering if twitter will cost me anything via mobile phone. im on a plan and therefor can not cheak my credit and my parents will get angry if i go over. so i need to know if it will cost me.
twitter says Twitter doesn't charge anything for this, but standard text messaging rates or bundles may apply from your carrier
what does that mean?
