Will this workout work, what else could I add/do to tone?

Hi, I am 157 cm tall (62inch), and weigh around 40 kg and 20 years old female
So I can't afford nor want to lose weight
My legs wobbly when I walk and I really hate it, it has got to the point were I don't wear shorts or skirts because I hate my legs so much
I can't do cardio exercises as I have M.E

Mon, Wed, Fri, crunches, (20 seconds on, 10 seconds rest for 5 minutes)
Calf raises (20 seconds on, 10 seconds rest for 5 minutes)
Wall sits, hold for 40 seconds rest for 20 seconds for 5 minutes
Lunges, hold for 10 seconds, rest for 5 seconds, 2 minutes for each leg

Tues, Thurs, Sat, 20 minutes skipping with jump rope

Sun 20 minutes walking on the spot

Will this work, as I have been doing crunches and calf raises every day for te last month and have noticed very little difference, how long will this take to tone my legs
What else could I do to tone my legs and firm them up to have a nice summer body/
