Will the rim partition lead to catastrophic failure?

My recumbent is a RANS v-rex, has a 16 in Alex rim in the front, AL-DA 16 double wall. The thing is that I can see the line where the two ends of the rim come together. It should be welded but seems is not and there is a bit of a steep where the brake pad catches (just a bit) in both wheels.
The question is could this lead to catastrophic failure? Or they are strong inside anyway?
16 in wheels of good quality seem rare, can anybody recommend a good source or brand?
Since I don't love the 16 in, I am considering replacing the fork to be able to use maybe a 20 in rim.
I also want to replace the handlebar and stem. Even when the bike is low enough to allow for step through, they complicated the thing by building a contraction that doesn't give you any support when breaking, is moves forward. Any ideas on how to solve this problem? I did mount it backwards and now it supports while breaking but comes toward my chest if I pull.
Of course I have a road bike and a mountain bike, that is not the point, but thanks
