Will running/bicycling burn fat on my entire body?

Generally, the women in my family are wider up top than on bottom. I was wondering if running/bicycling would make my legs skinnier than my top half. I don't wanna look like that. I started running/bicycling/zumba dancing a few months ago and it seems like it's all lower body exercises. What should I do do avoid looking bigger up top? I want bigger legs and a firmer butt. Please help!!!!
