Will riding a bicycle bulk up my skinny legs?

My legs are so twiglike that I'm embarrassed to wear shorts or skinny jeans. Will daily biking (30 minutes) bulk them up properly? I don't want thunder thighs, I just want normal looking legs.
So bulking up is not the right word then? I just want them to be toned and healthy looking, instead of emaciated.
