Will PVR remotes work with non-PVR receivers?

Yes.. My 5900 remote worked with my 3100. I tried it when I upgraded.. The 5900 remote also works with my 9200, so it appears they are universal..

I sold my 3100 a while ago, but if I recall correctly, the 3100 does not have UHF capability so that feature of the remote can't be used. You can only use the IR.
 
It should work as long as it is the same type of remote, i.e. UHF, UHF Pro 6, UHF Pro 8. Some of the Pro remotes can be configured by flipping the tab or an internal switch (as described in this thread.)
 
Duh.. I looked at 3200 and somehow saw 3100.. I must be going blind :)

FWIW, the UHF portion of my 5900 remote works with the UHF receiver in the 9200 so it appears the 9200 UHF remote isn't a totally new design. As I_Want_My_HDTV says, if you get one, you might have to set the frequency.
 
The 3200 uses UHF Pro.
A 5800/5900 remote will only control it via IR (remote #1).
A 6100/5200/9200 remote will control it via UHF Pro (remote #2).
