No... he will have microchips implanted in his ears that will force his vocal chords to produce the sounds being interpreted through it's advanced technology (think bluetooth device that doesn't make you look like a tool)...

All politicians use teleprompters. Some are better at the skill of reading from teleprompters, than others. It is my understanding that teleprompters are usually provided by the venue at which the speaker is a guest. I have never heard of a "pocket teleprompter". I am not a big fan of either candidate - but since Obama is a acknowledged as a good speaker "on prompt", the point or implication of your question is lost on me.
