will my Jeep Wranger 95, pass Saftey Inspection in Utah with a rear shock broken

off the axle? My Jeeps Rear shock broke off the axle mount just recently and i need to get it Inspected so i can have the registration renewed.. Right now i am rollin on expired Registration, so i need to either get it inspected and passed, or fix it Quick!
I want to have someone i know do the welding. But i havent been able to find anyone. Also i have been reading on Jeepforum.com and people have been telling me that i need longer shocks now that one has broken off. I cant afford 100 bucks on car parts right now.. that is why i am waiting..
 
Consider this: I would rather get pulled over than pulled out of a ditch. Get that shock mount fixed, I'm pretty sure it won't cost you much for someone to weld it back on. Worry about the registration after you have fixed it. Also, I'm pretty darn sure you won't pass with severe damage to your suspension system. Good luck!
