Will I pay sales tax on a used car in Louisiana?

If I purchase a used car (for 5,000) in the state of Louisiana from a private party, will I have to pay a sales tax on the vehicle upon registration? Or will I pay upon transfer of the title? Also, does the bill of sale require two notaries?
