Will I need to pay a Windows Mobile Fee?

If I have a phone with a basic family plan, and I buy a Windows Mobile phone will I need to pay for Windows Mobile when I switch them? I will activate it online so activation and all that is Free. My question is if I will need to change my plan to a windows mobile one or something.
EDIT: I have Verizon, is there any way to not have a data plan?
