Will I get refund for a booked apartment if the price went down?

I'm from Bangalore and I booked an apartment in Sep 2008 at Rs. 3,000 per sq. ft. Currently in Nov 2009, the price of the apartment per sq. ft. went down to Rs. 2,500 per sq. ft. Should I ask the Builder to refund the difference? Since the Apartment is not registered on my name yet, what rights do I have to fight a case with the Builder to reduce the rate for my apartment as well? In such cases, what would happen if I close my deal with him, withdraw the money and buy again at the current rate. Please suggest. Please advise.
