Will I find a difference if I purchase a 2010 Mazda 3 from CA as opposed to NV?

I live in NV and am being offered a great deal out of CA for this car. Of course my local dealership is saying that the CA car will have less HP because of CA smog emission requirements. He also says their fees will be much higher and that my local DMV will charge me extra to transfer to our state.

Is this guy bs'ing me or what?
