Will CSU accept on a probationary status?

I'm applying to CSUs right now but my gpa is 2.0(Yes if I had known this 3 years ago.......) I know its horrible but the counselor assured me its fine but my sat score is 10 points off the minimum requirements. I'm wondering since I'm applying to a local CSU( east bay) will they take me cuz i'm soooo close?
