will at&t replace my defective phone for a different one?

I have the Samsung Eternity, its been great since the day i got it
December 27,09
but its been freezing alot now, and today the touchscreen completely stopped working, there was no damage to the phone, just minor scratches. What i want to know is if at&t will replace my phone with no fee?

also is it possible if i can switch to a Samsung Impression?
the touchscreen was getting a little to much for me.
