Will aid come to the Midwest knowing how FEMA kept back supplies that Katrina victims

could be using? I just saw the warehouses which once held like 85mil in brand new supplies for Katrina victims. Instead of distributing until all were gone, these items sat for 2 years according this CNN. FEMA said it cost them like 1 mill to keep it in storage so they started giving items away to various agencies. They also concluded that the Katrina victims crisis was over. I guess the Midwest crisis should be over once the flooding and tornadoes stop. What about their life's possesions being destroyed and left hungry and homeless after the crisis?
