Will a delinquent debt hurt my college financial aid / student loans?

I applied to University of California schools but I currently have a delinquent debt to a local community college. They told me that I had until November 15 2010 to clear it or my name will be submitted to the California Tax Board so I'm wondering if this is gonna hurt my financial aid.

More to the story, I wasn't suppose to owe money because the community college offered free classes to high school students. However, I was marked as an international student and was charged. I turned in all the necessary paper works to fix it by October, before the due date, but obviously that didn't work. I went to their campus and was told the guy in charge took a break in October and my documents were lost (sigh). They did however, tell me that they'll fix it up that day. Its been 3 days and I'm really worried because its almost January. Is there some legal threats I can use? I'm a student who worked so hard and did everything right yet this might screw me over because of their mismanagement...
