will a collie or other herding breed be a good choice for my lifestyle ?

ok so my dad wants to get another dog we already have a 5 year old clumber spaniel and 2 year old irish setter
we live in a condo right now but we are moving out by the end of may they bought a house 2 hours away from our neighborhood
so as i said my dad want another dog hes thinking about maybe adopting a mastiff mix or getting a bearded collie or an old english sheepdog
the dogs are out for walks 2 times a day now for 45 minutes plus i go with them to the dog park
jumbo( the spaniel) is really lazy indoor he will eat and sleep for the whole day but outside its like a different dog
my dad is at home most of the time he works from home so the dogs are somehow occupied during the day im back from school at 1.30 and i leave the house at 9 am ( my school is literally 2 blocks away form the apartment that we currently live at ) i do almost everything with dogs as i feed them i groom them i take them out my dad only goes with them to the vets as he has been a dog breeder for 15 years

so will a herding breed be a good choice or will it be a bit too cruel as most of herding dogs need much more exercise than walking for 90 minutes
if yes then what other good breed would be a good match ??
oh yes my parents are thinking about getting the dog after we move and settle down there they are thinking about getting the dog maybe in Sep.
they do know that im not gonna have too much time for the dog cause im going to college for vetretinary technology .
