will a clothes dryer run underpowered if the outlet only has 110 going to it?

I just moved into a house and the dryer came with it. When I dry clothes it will not run with a full load, although it tries. If I remove about half the clothes and hold the button in for about 30 seconds, it will slowly start running. Once it is running, it seems to run normally and drys fine.

Is it possible that the power going to the dryer is just 110 or is it more likely that there is an issue with the motor in the dryer itself?
 
power seams there after you reduce the load I think the belt might be slipping and if it does the heating element gets to hot and shuts down , with out fresh air moving against the heater core the safety shuts off the element, might need servicing , there is belt adjustment but you have to take the back off and inspect the belt and turn the adjustment bolt to tighten the belt, good luck
