Will a Chocolatechip star fish Regrow a new body to a arm that has been cut off?

My son has a Chocolatechip Starfish (salt water) that is turning white and breaking apart. My daughter-law called a fish store and asked them about it. They said it was dying but if they cut the good arms off and put back in the tank, a new body will grow from them. Does anyone know if this is true or not?
