Will a 21" bike suffice for a 6'4'' man?

I'm 6'4'' and am looking for a road/hybrid bike second hand.

I thought i would need a very large frame like 24" but some sources say 21" might be ok.

I'm not going to be undertaking any major rides or getting into biking seriously.

So will 21" likely suffice for going to and from uni and training etc. All road no more than 6 miles at a time
