I want to buy an 3G to use with at&t but don't want the new contract blah blah blah I need to buy an unlocked one of eBay or something to use with at&t right? (getting new carrier not an option)

Also...I had a first gen iPhone with at&t got the service turned off and it worked as a phone and NOTHING ELSE the wi-fi "sliding thing" you move to turn the wi-fi on and off was faded out it wasn't even an option. I jail broke and unlocked it (thinking it might get the wi-fi back, still with at&t) and the wi-fi still wouldn't work even in my house it was still faded out. If I bought an unlocked 3G or did it myself would it work? and would I get wi-fi everywhere or just in my house and stuff?

You don't need an unlocked phone if you're going to use it with AT&T. You just need the phone itself. An unlocked phone is for use with a different network - like T-Mobile. Save the money on the cost of the phone and put it toward your data plan because locked or unlocked, jailbroken or not, AT&T requires the data plan regardless of where you buy the phone and will automatically add it to your account as soon as it detects that you're using an iPhone. The wifi should work just fine.
