Why Xbox 360 chat not working?

Ok so I have a used Elite 360 connected to a etherent cable which gets on Xbox Live fine. But I cant seem to chat with my friend in a party or just in private chat. When I play Forza3 online it works and I can here people at times.

I also have a PS3 so I just disconnect the same cable to use that and everything works fine. I've even had my laptop on at the same time as the PS and it's still fine.

I've heard the 360 takes more internet so that's why I shut everything off and it still doesn't work.

Anyway suggestions on why I can't connect to a party or private chat?
 
My friend had this problem I think he bought a new Ethernet cord and it was fixed there not that much. Or the other solution would be too buy a new router. Which can become a hassle.
