why wouldn't mobile broadband work with my lap top?

I've recently got a mobile broadband dongle and when you plug it in to laptop nothing happens - it doesn't even recoginse the hardware. The lap top meets the specifications to use it so what is likely to be wrong?

The dongle works on another PC so don't think its a problem with that
whats a driver?

It recognises a memory stick if that is any use?
