why would the fan quit on my 1990 Honda Accord and it blow steam but not show its hot?

its not showing its running hot but it is gurgeling and steam is coming from around the radiator cap and overflow and the fan wont come on
 
on most front wheel drive autos this will happen when the cooling fan goes bad . i'll bet it does it in slower traffic and with faster speeds it's ok . change the cooling fan.and or coolant fan switch.
 
if theres steam coming from the radiator cap then replace it. if that doesnt work, there might be condensation that burns off of the rad. when it gets hot. as for the fan, check the fuses, and if they're all good then take the car to a shop to replace the fan or do it yourself.

never open a hot radiator, you will get severely burned!
