Why would someone place toilet paper on the rim of a toilet?

At our office building, someone is placing toilet paper on the rim of the toilet, where the pads on the seat make contact. I am not talking about placing toilet paper on the seat where your butt makes contact, but on the rim, where the seat makes contact. And it is just a couple squares, and it is always where the little pads on the seat are at.
The boss asked around, and no one from our company has fessed up to it, so it must be someone from one of the other companies.
Can anyone shed some light onto this mystery for us?
Yes, he really did. It is more of a 'it's a boring Friday, and why would someone do this?' It is not like he cares, but it is strange, and he found it amusing.
Since we are all bored today, and since he brought it up, someone came up with the idea that perhaps the person wrapped the seat in TP, and pulled it off when done, leaving just the paper under the pads.
Sounds reasonable to me.
