Why would my hound smell my older dogs butt and then whine and refuses to

leave him alone.? Everytime the two dogs go out for their jobs, the hound refuses to leave the other one alone after smelling his butt. He will whine to a point he is refusing to let the other sit. When we try to stop him, he cries and goes licking the other dog on the head and body. Would he be smelling something that would concern me and i should bring my 11 year old dog to the vet?
 
Dogs can smell things we cannot. Hounds are usually scent dogs.

I'd assume he's smelling an odor of illness or injury, and take the other dog to t he vet for a thorough checkup. -!-
