Why would Chili's not accept a state ID?

I was at a Chili's restaurant about an hour ago and tried to order a margarita with my meal. The waitress asked for an ID like usual, and I showed her my MA state liquor ID that shows in big red letters that I am at least 21. She said that they only accept licenses. I have been to Chili's many times and never had a problem. It's a valid ID, I'm 21 (22 in March), and I'm pretty sure they aren't allowed to ban state liquor ID's. Has anyone else had this problem, or could the waitress have just been new and not seen one before.

I plan on calling their hotline tomorrow when it's open, but any ideas would be helpful.

As a former bartender, ANY government issued photo ID is acceptable. This includes Licenses, State IDs, Passports, and military IDs. The bartender at Chilis is just dumb
