why would a t-mobile flex pay account stay active without payment?

Haven't been able to pay t-mobile flexpay account for two months. Got texts from the company saying it has been suspended but can make and receive both calls and texts. I was wondering why this would happen. Was told the phone may be flagged, could this be true?
