Why won't Twitter open on my home computer?

I don't have a cell phone and I'm trying to get on the Twitter site on my home computer and I can't access it at all. All I get when I click on the Twitter site is a file box telling me to download a file. When I do I get asked to choose a program to open it. I have tried Internet Explorer and Adobe and Notebook and only HTML code shows up. Sometime it won't open at all and I get an error message from Windows. I have been told that Twitter can be a useful business tool and I would really like to try it out so any info I can get on this problem will be useful.
