Why wont my yamaha blaster idle?

I have a 1998 yamaha blaster that i just put a brand new top end stock bored, i tried 2 different carbs, and put new reeds in it and it dont wanna idle. It starts but only stays running in higher rpms. It also cuts in and out when you try to drive it. The quad still has TORS in it. I dont know what is wrong but i really want it to run so can someone please help me
