Why won't my scroll wheel work?

I have an HP Pavilion Elite E9220y desktop with Windows 7 home premium. In my opinion, it runs flawlessly in almost every way. The only problem is that my mouse wheel wont work. I don't remember how long this has been happening for, but I don't think it has always been this way since I got it. I have a Rosewill wireless keyboard and mouse. I had it forever my old computer as well. The keyboard is fantastic. It's never malfunctioned and I've only ever had to change the battery once.
The mouse has a lot shorter of a life span, but it generally worked. Now all of a sudden, I can't scroll when I'm in word, or on the internet. I can click the wheel and do the slide thing, but it won't scroll. In Google earth, either way I scroll the wheel, it always zooms in.

It could be my mouse, but I don't think so. I reinstalled the drivers, still did the same thing. I tried my sister's Microsoft wireless USB mouse, it still didn't work. I tried the standard edition HP corded mouse that came with the computer. The scroll still wouldn't work.

I opened up the control panel and tried to see if there was a setting that was turned off that allows the wheel to scroll. I couldn't find anything.

Can anybody help me?
 
Since NO mouse scrolls, it is the mouse settings.
Use the "help" section, "mouse" to find the location quickly.
Win 7 relocated/renamed many control functions.
