why wont my rogers box cable work?

My rogers cable box isnt working & i completely dont know why i tried calling Rogers but the person kept saying it'll work in a few minutes & i tried to talk to a PERSON PERSON but it didnt work :/ so i tried unpluggin the black plug for about 10 mins but it still didnt work & this morning we had a black out but the tv was working perfectly fine before that
so if you know how i can fix it
