why won't my pocket bike start?

it's a 47cc pocket bike, i'm not sure what brand. i bought the motor brand new about a year ago, and recently it's just started to leak a fair bit of fuel. i took the bowl of the carb off and had a look in there, and i bent the forks down the slightest bit, and i also cleaned the spark plug with a wire brush. fuel is getting into the carby fine, but i'm not sure if there is a spark. i took the spark plug out of the cylinder, and put the rubber boot back on, and held it against the out side of the cylinder, and there was no spark at all. i then put a small bit of fuel in the cylinder and put it all back together and no sign of starting. please help
