Why won't my OBD II engine code scanner connect to a Cadillac escalde?

I have an escalade that when I plug the scanner in to... the scanner continues to display "the vehicle must be connected to the scanner to operate." What gives? The connectors and associated pins appear to be in perfect condition.
 
Are the batteries in the scanner weak? Check them. Plug the scanner in when you're sure it has good power and have the key off, then turn the key on and see if the scanner connects. If still not, the Caddy doesn't like being questioned without a lawyer present.
